Request Your ComEd Rider NS Report Now

 

BOMA/Chicago building members with Nonstandard Facilities Charges (“Rider NS”) should request their Rider NS Annual Report from their ComEd representative as soon as possible before March 1, 2026. 

This new reporting requirement is the direct result of BOMA/Chicago’s advocacy – funded through BOMA/Chicago’s Industry Defense Fund – to reduce costs and improve transparency for members. 

In 2024, BOMA/Chicago intervened in ComEd’s Rate Design case to advocate on behalf of Chicago office buildings. After listening to member concerns about a lack of transparency with Rider NS, we argued for fairer and more transparent practices. The Illinois Commerce Commission (ICC) adopted several of our recommendations to improve transparency and strengthen documentation of Rider NS costs. 

Many commercial buildings see a monthly Rider NS charge on their ComEd bill. This applies when a building needs electrical equipment beyond what ComEd considers “standard service.” A clear explanation isn’t always provided about how costs are calculated or what equipment counts as “nonstandard.” As a result, many building owners have struggled to make sense of the charges, which can be high. 

The ICC’s order requires expanded reporting requirements from ComEd for new developments and existing buildings with nonstandard charges. Under the order, ComEd must now provide clearer cost estimates for large nonstandard projects, explain what equipment is standard versus nonstandard, notify customers if costs rise more than 10 percent, and respond to questions within set timelines. A major win for existing buildings is the new Rider NS Annual Report, which ComEd must provide upon request by March 1 of each year. This report will include: 

  • An engineering review of your building’s power needs
  • a list of ComEd-owned equipment on your property and how it’s classified, and  
  • a summary of all Rider NS charges for the year.  

The ICC will also appoint an independent auditor to review how ComEd administers Rider NS. 

Although these changes were originally expected in 2025, the ICC gave ComEd until 2026 to implement them. Members with Rider NS are strongly encouraged to contact their ComEd representative and request their Rider NS Annual Report as soon as possible. This report will give you clearer insight into how your charges are calculated – transparency BOMA/Chicago fought hard to secure.
